Center for Learning (C4L) Academy is a private, accredited and registered provider of adult education leading to a high school diploma. Our curriculum is designed to fit any individual’s schedule and lifestyle. Our adult high school program is uniquely positioned to help adult learners earn their high school diploma while concurrently enrolled in a vocational training program. In collaboration with vocational schools, C4L Academy provides ongoing coaching, support, and live instruction to ensure student success.
C4L Academy is eligible to provide high school course work to students enrolled in Ability to Benefit (ATB) programs that offer Eligible Career Pathway Programs (ECPP) . Through this program, students have the opportunity to earn their high school diploma while concurrently enrolled in an eligible ECPP program in a vocational school.
On May 22, 2015, the DOE through Dear Colleague Letter (DCL) ID: Gen15-09 gave guidance about Title IV eligibility for students without a valid high school diploma who may enroll in Eligible Career Pathways Program (ECPP).

Non degree programs that do not require a state or national certification or licensure exam may be eligible, but must be researched to determine their specific requirements. For example, a Licensed Practical Nurse program is not eligible.
If licensure/certification is REQUIRED for employment in a particular field, there is a great likelihood that program may not be eligible as ECPP since HS diploma or GED would be required to meet the licensure requirements. (Every program should be carefully reviewed within each state and with accreditation requirements prior to beginning to enroll as an ATB-ECPP program). There is more than can be answered in a simple FAQ, however it begins with seven components outlined by the DOE all of which require a thorough understanding and need to be implemented through policy and practice. The seven components include(s):
1) Concurrently enrolls students in connected adult education and eligible postsecondary programs;
2) Provides students with the counseling and supportive services to identify and attain academic and career goals;
3) Provide structured course sequences that (a) are articulated and contextualized and (b) allow students to advance to higher levels of education and employment;
4) Provide opportunities for acceleration for students to attain recognized postsecondary credentials, including degrees, industry relevant certifications, and certificates of completion of apprenticeship programs;
5) Is organized to meet the needs of adults;
6) Is aligned with the educational and skills needs of the regional economy;
7) Has been developed and implemented in collaboration with partners in business, workforce development and economic development.
It is NOT paid for with Title IV (DOE) funds. It is paid for through an arrangement between the postsecondary institution and the adult education provider (C4L).
A diploma from C4L Academy can be used for career advancement purposes as well as to facilitate admission to those institutions that accept C4L Academy’s diploma. It is up to the individual to ensure that C4L Academy’s diploma meets the standards set forth by the potential institution.
